Barratt Homes appointed Baily Garner to act as Employer’s Agent and Quantity Surveyor for the CAT B office fit-out of the second floor of Compton House in Guildford. The project involved transforming 10,053 ft² of space into a high-quality modern workspace that reflects the client’s identity and meets current workplace expectations.
Working under a JCT Design and Build contract, we oversaw the design development and delivery of the fit-out over two phases. The first phase focused on partitioning and isolating services in a smaller section of the floor, while the second phase completed the main build-out and additional service separations to enable future subletting flexibility.
Energy-efficient LED lighting and new air handling units were introduced as part of a sustainable building services strategy, ensuring comfort, functionality, and lower energy usage.
Tight programme constraints driven by the client’s relocation plans required close collaboration with the contractor and regular monitoring of progress. Our team ensured all deliverables were met within the eight-week timeline, achieving a successful handover.
To deliver a high-spec office fit-out within a short programme and coordinate services to allow phased occupation and future flexibility.
Baily Garner provided proactive contract administration and cost oversight, facilitating strong collaboration and programme discipline to deliver the project on time.

We undertook a detailed review of the feasibility design initially presented by the MPS. Our design team identified several elements that required updating to align with the latest client design guidance. We worked closely with both the Lead Hand and the main client to develop a revised scheme that met all functional and operational objectives. This included the renewal of a large roof light and the integration of new ventilation systems. We also managed the tender process and collaborated with the selected contractor to coordinate the decanting of staff and horses to temporary stables.
One of the most significant challenges was the logistical complexity of decanting both staff and horses to temporary facilities. This move had to be precisely timed to coincide with the limited availability of alternative stabling and to ensure the Mounted Branch could resume their duties without delay. Additionally, the project had to be delivered within a tight timeframe, with works commencing in mid-January 2019 and needing completion by May 2019. The project also required the closure of a busy road—including a bus route diversion—to facilitate the lifting of mechanical plant onto the roof, necessitating close coordination with local authorities and stakeholders.
Being proactive and collaborative, we revised the initial design to better reflect the client’s operational needs and current standards. Our team coordinated closely with the contractor and client to develop a phased programme that allowed for the efficient decanting of horses and staff. We also facilitated the necessary road closure and plant lift through early engagement with relevant authorities, ensuring minimal disruption to the surrounding area.
The project was successfully completed on time in May 2019, just ahead of the Metropolitan Police’s ceremonial season. The refurbished stables and office facilities now provide a modern, functional environment that supports the operational needs of the Mounted Branch. The project demonstrated our ability to manage complex, time-sensitive refurbishments in live operational environments, delivering high-quality outcomes through effective planning, stakeholder engagement, and technical expertise.

Camden, London

The London Borough of Camden appointed Baily Garner to deliver energy performance improvements to 5–7 Belsize Grove, a hard-to-treat 19th-century Victorian villa located in a conservation area.
The brief focused on enhancing energy efficiency, thermal comfort and occupant health, while managing moisture and ventilation in line with PAS2035 standards. A key objective was to reduce carbon emissions and reliance on fossil fuels—ultimately helping residents cut energy bills.
Baily Garner acted as contract administrator and PAS2035 coordinator, taking on a multidisciplinary role. We led a fabric-first retrofit strategy, installing vapour-permeable, high-specification external wall insulation and replacing all windows with high-performance alternatives that respected the villa’s original appearance.
The works were planned with great care to minimise disruption to residents in this densely populated and continuously occupied building. The balance between conservation constraints and sustainable improvement was central to our approach.
The project reached Practical Completion in June 2024. It now stands as a model for effective, low-carbon retrofitting in challenging conservation area contexts—delivering tangible improvements in energy efficiency, comfort, and long-term affordability for residents.

Horsham

Baily Garner delivered a comprehensive Cat B fitout for Saxon Weald’s three-storey office building in Horsham, supporting their ambition to create a sustainable, future-ready workspace.
We acted as Employer’s Agent, Project Manager and Cost Consultant throughout. Our Building Services Engineering team oversaw M&E commissioning to ensure systems met both SKA Gold+ and zero-carbon aspirations.
The project included a full strip out of existing fabric and services, with all removed furniture donated to a local school. We then delivered a full Cat B fitout designed around user wellbeing and environmental performance.
To support zero-carbon goals, we removed the building’s reliance on gas, installing an air source heat pump for heating and 50m² of photovoltaic panels for on-site electricity generation. Minor alterations to the façade—such as timber cladding and a glass canopy—improved the building’s visual appeal and material diversity.
Pre-construction, we spent time aligning all stakeholders on design detail and delivery approach. This collaboration helped ensure smooth progress once works began.
During COVID-19, potential delays and cost increases—especially around lift supply—were proactively managed. We mitigated risk by ordering the lift two months before contract signature, ensuring it didn’t impact programme or budget.
The result is a modern, environmentally focused office that meets SKA Gold+ standards and is ready for a zero-carbon future—delivered on time and without additional cost.

Multiple sites

GLF Schools appointed Baily Garner to assess the condition of multiple school buildings, identify savings through grouped works, and prioritise roof replacements across the estate.
We delivered a five-package programme across seven sites, providing Building Surveying, Contract Administration, Cost Consultancy, and Health & Safety services. Weekly site visits, technical reports and monthly progress meetings ensured close management of delivery and budget.
Our role included developing detailed roofing designs and assessing critical aspects like drainage and plant integration. One example was a complex butterfly roof that required a bespoke drainage solution to ensure long-term performance.
To support programme-wide decisions, we held bi-weekly calls with the Estates Director to provide a clear picture of cost, progress and risks across all live sites. These insights helped resolve issues quickly, keeping the programme on track.
The completed works significantly improved thermal performance across the estate, enhancing comfort, lowering running costs and reducing carbon emissions.

London Borough of Wandsworth

Our design team reviewed and developed the original permitted scheme, identifying opportunities to enhance the layout and increase unit numbers. Midway through, we successfully incorporated a rooftop extension via a carefully managed change process, ensuring coordination, planning compliance and programme continuity.
Despite the challenges of COVID-19 during the construction phase, we maintained momentum through agile project leadership and close collaboration with the contractor. Weekly site visits and ongoing communication ensured a consistent design approach and the timely delivery of new homes, including studios and one- and two-bedroom apartments.
Converting an outdated office block into residential use, coordinating multiple disciplines, managing late-stage design changes, and mitigating construction delays during the COVID-19 pandemic.
Baily Garner led the project from design to delivery, managing change control, mobilising specialist teams, and maintaining progress through collaborative leadership and agile site coordination.
84 new homes were delivered in a sought-after location, with consistent, high-quality design and minimal programme disruption, despite the complexities introduced by the pandemic.

West Kensington
Hammersmith & Fulham Council appointed Baily Garner to provide Employer’s Agent and technical support for the deep retrofit of 11 homes in West Kensington. Delivered through a D&B contract with EQUANS and underpinned by contractual terms from Turner & Townsend, the project aimed to meet EnergieSprong standards, drastically cutting carbon emissions and improving energy efficiency through off-site manufactured insulation panels, ASHPs, MVHR, and solar panels.
We supported the Council with NEC contract administration, PAS2035 compliance, and technical oversight, including quality inspections and systems integration. Our team also played a key role in stakeholder engagement — from the Department for Energy Security and Net Zero and TrustMark to residents — helping manage risks, respond to on-site challenges, and maintain trust during programme delays.
Despite technical and logistical hurdles, the project delivered high-performing homes with strong resident satisfaction. It reinforced our role as a collaborative, innovation-led partner in sustainable housing delivery.
Delivering an off-site retrofit to EnergieSprong standards while managing complex compliance, technical integration, and resident engagement within a live environment under NEC contract terms.
Baily Garner provided Employer’s Agent services, PAS2035 support, technical oversight, and stakeholder coordination to ensure compliant, high-quality delivery of innovative retrofit measures and renewable systems.
11 homes now meet high energy standards, reducing carbon use and improving resident comfort. Positive feedback and regulatory compliance reinforced the project’s value and Baily Garner’s trusted role.

Freemasons’ Hall Tower, London Borough of Camden

Freemasons’ Hall, a Grade II* listed landmark in London, is both the headquarters of the United Grand Lodge of England and a vibrant event space. When Regent Street Disease (the term used to describe corrosion of steel frames within masonry-clad buildings) threatened its historic fabric, the client sought a solution that would preserve its integrity while keeping the building operational.
Traditional repair methods used in earlier phases replaced much of the original stone, altering the building’s character. For phase three, the client chose Impressed Current Cathodic Protection (ICCP), a non-invasive technique to halt steel corrosion. Baily Garner led the coordination, securing planning approval, managing installation, and facilitating workshops to ensure all stakeholders understood the system.
As a result, 97% of the original stonework was retained, and the tower remained open throughout. ICCP will now be used for all future phases, forming the UK’s largest cathodic protection project.
Preserving a Grade II* listed building suffering from steel frame corrosion, while avoiding further loss of original stonework and keeping the tower fully operational.
Baily Garner led the implementation of ICCP — an innovative, non-invasive technique — securing approvals and coordinating specialist teams to protect the structure.
97% of the original stonework was retained, the building remained in use throughout, and future phases will continue using ICCP — now the UK’s largest project of its kind.

Dolphin Square, London Borough of Westminster
AXA Investment Managers appointed Baily Garner to lead the refurbishment of Dolphin Square — a historic private residential estate in Pimlico, London. Originally designed in the 1930s, the estate includes 13 buildings surrounding a central, Grade II* listed garden. Our role spanned multidisciplinary services across an eight-year programme, working alongside Radcliffe Construction Consultants and coordinating a team of more than 20 organisations.
We led site meetings, monitored contractor progress, and advised on structural remediation, including the installation of helifix bars and wall ties to stabilise bowing walls and missing lintels. Rodney House was converted from a hotel to residential use, while all internal systems, partitions, and lifts were comprehensively stripped out and replaced.
A key focus of the refurbishment is sustainability. We supported the estate’s transition from gas to communal air source heat pumps, significantly reducing emissions and aligning with the client’s long-term environmental goals.
Refurbishing a historic estate with major structural issues, outdated systems, and complex coordination needs across over 20 organisations — all while improving long-term sustainability.
Baily Garner led multidisciplinary delivery, resolving structural defects, modernising internal systems, converting Rodney House, and transitioning the estate to low-carbon communal heating.
A revitalised, more sustainable Dolphin Square now meets modern standards, with phase one commencing in 2022 and a clear path set for long-term environmental and structural resilience.
