Discover how Baily Garner helped retrofit West Kensington homes to EnergieSprong standards — cutting carbon, boosting comfort, and navigating innovation with care.

Hammersmith & Fulham Council appointed Baily Garner to provide Employer’s Agent and technical support for the deep retrofit of 11 homes in West Kensington. Delivered through a D&B contract with EQUANS and underpinned by contractual terms from Turner & Townsend, the project aimed to meet EnergieSprong standards, drastically cutting carbon emissions and improving energy efficiency through off-site manufactured insulation panels, ASHPs, MVHR, and solar panels.

We supported the Council with NEC contract administration, PAS2035 compliance, and technical oversight, including quality inspections and systems integration. Our team also played a key role in stakeholder engagement — from the Department for Energy Security and Net Zero and TrustMark to residents — helping manage risks, respond to on-site challenges, and maintain trust during programme delays.

Despite technical and logistical hurdles, the project delivered high-performing homes with strong resident satisfaction. It reinforced our role as a collaborative, innovation-led partner in sustainable housing delivery.

Delivering an off-site retrofit to EnergieSprong standards while managing complex compliance, technical integration, and resident engagement within a live environment under NEC contract terms.

Baily Garner provided Employer’s Agent services, PAS2035 support, technical oversight, and stakeholder coordination to ensure compliant, high-quality delivery of innovative retrofit measures and renewable systems.

11 homes now meet high energy standards, reducing carbon use and improving resident comfort. Positive feedback and regulatory compliance reinforced the project’s value and Baily Garner’s trusted role.

Baily Garner led the full remediation of serious fire safety and water ingress issues at Daisy Spring Works, managing complex funding and compliance challenges to safeguard residents and future-proof the building.

Daisy Spring Works is a mixed-use building in Sheffield, combining commercial space with residential units across seven floors and basement parking below. When serious fire safety issues were identified, including combustible façade materials and missing cavity barriers, we were appointed to manage the remediation works from early design through to project completion.

Acting as Project Managers, Quantity Surveyors, and Clerk of Works, we coordinated key consultants, oversaw planning and tender stages, and led cost submissions to the Building Safety Fund. We also ensured strict cost segregation, managing funding complexities between the BSF and the building’s partial warranty coverage.

Alongside fire safety upgrades, the project includes remedial works for water ingress. Our integrated role ensures both quality delivery and regulatory compliance, safeguarding residents while supporting long-term asset resilience.

Combustible cladding, missing cavity barriers, and water ingress posed serious safety risks, further complicated by partial warranty coverage and split funding responsibilities.

Baily Garner led design, tender, and cost management, ensuring works aligned with Building Safety Fund criteria while overseeing quality through a Clerk of Works role.

Critical fire safety defects and water ingress issues are being resolved with clear funding oversight, ensuring resident safety and long-term building compliance.

Breathing new life into a historic London landmark, Baily Garner led the complex, sustainable transformation of Dolphin Square — coordinating over 20 organisations to deliver long-term impact.

AXA Investment Managers appointed Baily Garner to lead the refurbishment of Dolphin Square — a historic private residential estate in Pimlico, London. Originally designed in the 1930s, the estate includes 13 buildings surrounding a central, Grade II* listed garden. Our role spanned multidisciplinary services across an eight-year programme, working alongside Radcliffe Construction Consultants and coordinating a team of more than 20 organisations.

We led site meetings, monitored contractor progress, and advised on structural remediation, including the installation of helifix bars and wall ties to stabilise bowing walls and missing lintels. Rodney House was converted from a hotel to residential use, while all internal systems, partitions, and lifts were comprehensively stripped out and replaced.

A key focus of the refurbishment is sustainability. We supported the estate’s transition from gas to communal air source heat pumps, significantly reducing emissions and aligning with the client’s long-term environmental goals.

Refurbishing a historic estate with major structural issues, outdated systems, and complex coordination needs across over 20 organisations — all while improving long-term sustainability.

Baily Garner led multidisciplinary delivery, resolving structural defects, modernising internal systems, converting Rodney House, and transitioning the estate to low-carbon communal heating.

A revitalised, more sustainable Dolphin Square now meets modern standards, with phase one commencing in 2022 and a clear path set for long-term environmental and structural resilience.

As part of Brighton and Hove City Council’s New Homes for Neighbourhood Estate Regeneration Programme, we helped address the city’s affordable housing shortage by creating 12 much-needed, affordable homes across three infill sites.

Situated in Brighton’s North Laine area, the development revives previously vacant sites with a bold architectural statement that harmonises with the eclectic urban fabric. The design, influenced by the surrounding conservation area, uses a robust brick finish for durability and low maintenance. Composite windows and vibrant panels add character, drawing inspiration from Brighton’s colourful heritage.

This car-free development offers homes designed to Lifetime Home standards, with one unit made fully wheelchair-accessible. It reflects close collaboration with local stakeholders, including residents and the council, ensuring it meets both community and environmental needs.

Brighton faced a shortage of affordable homes and underused land. The council needed a high-quality, community-supported solution within a tight urban conservation area.

Baily Garner delivered 12 affordable homes across three infill sites, blending bold, low-maintenance design with the area’s character and accessibility standards.

Previously vacant land now supports a vibrant, car-free development that meets housing needs, enhances the local streetscape, and reflects strong community collaboration.
