Baily Garner was appointed by Poplar HARCA to lead the tender process for a Joint Venture (JV) development partner to regenerate the Teviot Estate in Tower Hamlets — one of the most ambitious estate renewal projects in East London. From the outset, we worked closely with the client, legal teams, and residents to ensure the vision was both deliverable and community-driven.
Following a successful ballot in which 86% of residents backed regeneration, we helped shape a strategy rooted in long-term social value. Through visioning workshops, value management, and meticulous tender planning, we ensured the process tested not just technical ability, but ethos and commitment to the community.
Managing a three-stage competitive tender, we involved residents at key stages before securing Hill as the JV partner. Now appointed as Joint Venture Supervisor, we continue to safeguard delivery, ensuring the promises made to residents are not only upheld, but embedded in the project’s DNA for the next 15 years.
Poplar HARCA needed a JV Partner who could deliver lasting social value, meet resident expectations, and navigate financial and regulatory pressures on a complex, long-term regeneration project.
Baily Garner led a robust procurement process and now oversees delivery, ensuring alignment, resolving viability issues, and keeping community-focused goals on track.
1,886 new homes — 35% affordable — will transform Teviot Estate. Phase one launches in 2026, with long-term social value and community impact at the heart of delivery.
