Baily Garner provided dispute resolution services across multiple high-value construction projects, supporting Trinity in navigating complex contractual disagreements.

Baily Garner represented Trinity Homes in a contractual dispute concerning the release of retention monies. The Employer had withheld payment due to alleged issues, prompting our client to seek advice on the most effective route to resolution. With limited experience in alternative dispute resolution, Trinity Homes relied on our expertise to guide them through the adjudication process — ultimately securing a successful outcome.

One of the primary challenges was the tight timeframe associated with adjudication. Once the Referral Notice was issued, a decision was required within 28 days unless an extension was agreed. The Employer delayed their Response, compressing the time available for us to prepare a Reply. An extension was eventually granted by the Adjudicator due to the volume of information submitted, but we still had only a few days to respond comprehensively.

Another challenge was information gathering. Our client, the contractor, had limited documentation readily accessible. To ensure we had all relevant material for the Referral Notice, we visited the client’s offices and worked collaboratively to identify and extract key project information from their records.

We advised Trinity Homes on the available dispute resolution options, ultimately recommending adjudication as the most efficient path forward. Once agreed, we led the process — drafting the Notice of Adjudication and Referral Notice, and liaising directly with the appointed Adjudicator.

Upon receiving the Employer’s Response, we quickly developed a detailed Reply, addressing all points raised. Our strategic approach and thorough preparation led to a successful adjudication outcome on all issues, securing the withheld retention payment for our client and bringing the dispute to a positive resolution.

Baily Garner was commissioned to provide multidisciplinary services for Wealden District Council’s redevelopment of Streatfeild House, delivering 20 affordable, energy-efficient homes that support net-zero goals and enhance biodiversity.

Wealden District Council aimed to redevelop Streatfeild House, a former retirement living scheme built in 1979 that had become difficult to let due to its size and layout. Their objective was to replace it with 20 high-quality affordable homes, designed to reduce carbon emissions and support net-zero goals by 2050.

Streatfeild House, a disused 1970s retirement scheme, no longer met housing needs. The council required energy-efficient designs, biodiversity enhancements, and inclusive housing for diverse occupants — all within tight constraints and amidst contractor disruption.

Baily Garner provided full multidisciplinary support, from planning approvals to construction oversight. We ensured financial efficiency, while our CDM expertise safeguarded compliance and safety. As project managers, we guided the demolition process, initially conducted by hand due to the structure’s sensitivity. When the original contractor went into administration, we facilitated contract reviews, site security, and a re-tendering process, leading to Trinity Homes’ appointment.

We implemented a fabric-first design approach, integrating air source heat pumps, photovoltaic solar panels, and EV chargers. We also prioritised biodiversity, enhancing the Woodland Wildlife area and installing bat and bird boxes, bee bricks, and hedgehog gateways.

The scheme delivered 20 new affordable, energy-efficient homes, with 18 allocated to the Housing Register and two for shared ownership. All homes are adaptable, with specialised wheelchair-accessible units. Achieving an A energy rating and boosting local biodiversity, it sets a benchmark for sustainable, affordable housing that responds to both environmental and community needs.

Award-winning housebuilder The Hill Group and housing association Poplar HARCA have received a resolution to grant planning permission for the transformation of the Teviot Estate in Poplar, east London. The approval, granted by Tower Hamlets Council at its Strategic Development Committee on Tuesday, 8 July 2025, marks a major milestone for one of London’s most ambitious estate regenerations.

The £800 million redevelopment will deliver 1,928 much-needed new homes, including 508 new affordable homes, marking an increase of 65%*. The homes will be delivered over four phases, alongside vital community facilities, welcoming public spaces and a fully re-landscaped Langdon Park.

This follows extensive consultation with Teviot residents, who have played a central role in shaping the design and vision of the masterplan. Social rent residents living within the regeneration area are guaranteed the right to remain on social rent if they choose a new home within the new development. This community-led approach has resulted in overwhelming local support for the project, which will deliver a safer, greener, and more inclusive neighbourhood.

The regeneration will provide new open spaces and play areas, shops, community and faith facilities, including a new mosque, and significant investment in local infrastructure. The first phase will now start on site in 2026, delivering 475 new homes, of which 44% will be affordable (140 for social rent and 24 for shared ownership), with first completions expected by 2028.

Designed by architects BPTW, the masterplan spans eight hectares and includes a mix of studios, apartments and family homes. The regeneration will prioritise high-quality public realm, with five new public squares, landscaped green corridors, improvements to the Fawe Street Bridge and Limehouse Cut, improved access to Langdon Park station and a safer, more accessible foot-tunnel under the A12. A major investment in lighting and CCTV will further improve safety and reduce anti-social behaviour.

Fellow Teviot resident, Lucy Searle added: “We’re excited for safe, welcoming homes, more green spaces and the chance to strengthen the community we already love. We’ve had a real say in shaping these plans and now we can’t wait to see the things we’ve asked for and truly need become a reality.”

The project will generate over £240 million in a national exemplar social value programme across its duration, supporting a wide range of community programmes and investments. This includes enhancements to Langdon Park and a new pontoon on the Limehouse Cut Canal, increasing access to water-based sports and activities. £427,000 has already been invested pre-committee to support projects that make a positive impact on the local community.

The Teviot regeneration is an example of partnership-led, community-backed estate renewal, a model Poplar HARCA and The Hill Group believe is vital to tackling London’s housing challenges. The full regeneration is expected to be completed by 2042.

Baily Garner provided flexible Clerk of Works services for Origin Housing’s £43m Palmerston Road development, supporting the delivery of 186 homes and community space in Wealdstone, with robust QA processes and minimal post-handover defects.

Deller and Palmerston is a transformative mixed-tenure development by Origin Housing, located across both sides of the George Gange Way flyover in Wealdstone. The scheme comprises five new buildings—including two towers of 15 and 17 storeys—offering 186 homes, employment and community space, and a flexible employment hub designed to support 200 jobs.

A complex site spanning private and local authority land, with intricate build systems, high-rise elements and an ambitious mixed-use programme.

 

We proposed a flexible Clerk of Works service that adapted personnel and expertise to suit different project stages. Our Programme Manager carefully coordinated our specialist team to match the activities on-site, ensuring quality control and safety compliance throughout.

A fully compliant, high-quality development delivered on time. Our rigorous QA system and use of Fieldview ensured full traceability in line with the Golden Thread. End of Defects inspections revealed minimal issues, highlighting the effectiveness of our approach.

Our Clerk of Works team established hold points, agreed benchmark standards, and captured implementation details and third-party verifications digitally. From resolving insulation installation challenges to verifying fire compartmentation and putty pad placements, our input helped deliver a safe, future-proof development.

Baily Garner led the design and delivery of 61 new homes at Burcot Lane for Bromsgrove District Council, achieving EPC A ratings and unlocking wider regeneration through a sustainable, mixed-tenure scheme.

Burcot Lane marked Bromsgrove District Council’s first flagship residential development and delivered 61 much-needed new homes across a complex and highly constrained site.

Our architectural design included a four-storey block of 39 apartments, 4 maisonettes, and a mix of houses for outright sale, social rent and shared ownership. The homes were constructed using a fabric-first approach, with timber frames for houses and steel frames for apartment blocks—achieving EPC rating A across the scheme.

Set near a watercourse, heritage assets and ecological features, the site presented significant challenges. We worked closely with the local planning authority and neighbouring stakeholders to ensure our design respected the character and sensitivity of its surroundings.

Tight site constraints, proximity to a watercourse, ecology concerns and nearby heritage assets required careful design and stakeholder engagement.

A collaborative design approach, early engagement with the planning team, and considered construction methods led to unanimous approval at planning committee.

The development delivered high-quality, sustainable homes and acted as a catalyst for the regeneration of neighbouring apartments — setting a new benchmark for housing in the area.

We’re supporting the delivery of One East Side, one of Birmingham’s tallest residential developments, through expert quality control and building services engineering.

Court Collaboration set out to deliver a landmark residential development in Birmingham city centre — One East Side — comprising two towers, including one that rises to 51 storeys. When complete, it will be one of the tallest habitable buildings in the city. The development will deliver 667 high-quality homes and a wide range of resident amenities, including co-working spaces, gyms, a cinema, and Birmingham’s highest sky lounge and terrace. Landscaped gardens and courtyard spaces have also been designed to support wellbeing and community.

Baily Garner was appointed to provide Quality Control Inspections (QCI) and Building Services Engineering for this ambitious project. Our remit includes supporting site inspections throughout the build, reviewing programme progress, monitoring quality, and undertaking key benchmarking stages — including dry and wet benchmarks and final snagging inspections. We also take an active role in checking the golden thread of information, ensuring documentation and compliance are properly tracked and managed.

Our experience in complex, high-rise urban projects has allowed us to offer practical, proactive advice to both the client and delivery teams. Our presence has helped foster strong collaboration across the project, maintain high standards of construction, and keep the development on track for successful delivery.

To deliver high-quality residential towers in a constrained city centre location, ensuring consistent quality control and building services compliance on one of Birmingham’s tallest buildings.

Baily Garner provided QCI and Building Services Engineering, supporting the client and contractor with expert inspections, benchmarking, programme reviews, and collaborative guidance throughout the build.

Although still in progress, the project has already elevated Baily Garner’s profile in the Midlands residential sector. Our contributions have supported a high-performing delivery team and helped the client realise their bold vision. On the strength of our work at One East Side, we have since been appointed to a further 49-storey project at Brindley Place — reinforcing our role in shaping Birmingham’s skyline.

Baily Garner delivered a sensitive, low-carbon retrofit of a Victorian villa in a conservation area — enhancing thermal comfort, reducing emissions, and improving resident wellbeing in a live, occupied building.

The London Borough of Camden appointed Baily Garner to deliver energy performance improvements to 5–7 Belsize Grove, a hard-to-treat 19th-century Victorian villa located in a conservation area.

The brief focused on enhancing energy efficiency, thermal comfort and occupant health, while managing moisture and ventilation in line with PAS2035 standards. A key objective was to reduce carbon emissions and reliance on fossil fuels—ultimately helping residents cut energy bills.

Baily Garner acted as contract administrator and PAS2035 coordinator, taking on a multidisciplinary role. We led a fabric-first retrofit strategy, installing vapour-permeable, high-specification external wall insulation and replacing all windows with high-performance alternatives that respected the villa’s original appearance.

The works were planned with great care to minimise disruption to residents in this densely populated and continuously occupied building. The balance between conservation constraints and sustainable improvement was central to our approach.

The project reached Practical Completion in June 2024. It now stands as a model for effective, low-carbon retrofitting in challenging conservation area contexts—delivering tangible improvements in energy efficiency, comfort, and long-term affordability for residents.

Baily Garner supported Barratt with façade refurbishment and fire safety upgrades at Townshend House, achieving an EWS1 B1 rating and strong client satisfaction.

The aim of this project was to refurbish the external façades of Townsend House in line with the recommendations of a FRAEW report and to achieve an EWS1 B1 rating. The scope included replacing Category 3 ACM cladding with a non-combustible alternative and installing compliant cavity barriers to enhance fire safety performance.

Baily Garner was appointed to provide pre- and post-contract services including project management, quantity surveying, and quality control inspection (QCI).

Our team assessed the client’s brief, produced tender documentation and managed the full tender process. We reviewed tender returns, advised on contractor appointment, and prepared contract documentation. As part of the PCSA, we oversaw development of the detailed design for the main works.

During the main contract stage, we project managed works on site, holding weekly client meetings and monthly progress meetings with the wider project team. Our QCI team carried out weekly inspections, managed handover, and supported the client with final documentation uploads to their data portal.

The project was successfully completed in January 2025, with high-quality delivery and positive feedback from the client team.

Baily Garner supported Be First in delivering a major regeneration scheme at Padnall Lake, providing project management, cost consultancy and employer’s agent services. We guided the project through design change, value engineering and complex contract negotiations — helping to shape 260 new homes and revitalised green spaces for the local community.

Be First, the regeneration arm of Barking and Dagenham Council, appointed Baily Garner as employer’s agent to plan and manage the regeneration of Padnall Lake — an open space in Romford now set to provide 260 new homes and a revitalised park. Our role includes project management, cost consultancy and clerk of works services, guiding the scheme through changing requirements and delivery stages.

Originally designed around Modern Methods of Construction, the scheme faced compliance and budgetary risks. We advised on redesigning using traditional methods and led significant value engineering to manage costs and maintain viability. While Phase 1 progressed on site, we supported RIBA stages 1–3 for Phase 2, ensuring early-stage decisions aligned with programme and budget needs.

We also helped renegotiate contract terms following the move away from MMC, maintaining protective provisions such as liquidated damages. Working closely with the contractor, we agreed a payback mechanism for advance payments and provided bespoke cost reports to keep the client informed.

Managing redesign after MMC was discounted, addressing financial risk in contract terms, overcoming programme delays, and maintaining quality on a complex, multi-phase regeneration scheme.

We led contract variation discussions, preserved key risk controls, and advised on relocating and resizing the energy centre. Collaborative site leadership, clerk of works input and smart use of Field View software kept delivery on track.

Phase 1 is under way with redesigned, traditional build homes, an energy-efficient heating solution, and enhanced public space. The project delivers real social value through affordable housing, green infrastructure and improved community facilities.

Baily Garner led the full transformation of a former government office in South London into 84 high-quality homes. Acting as employer’s agent and project manager, we coordinated an integrated team — including in-house architects, engineers, surveyors and external specialists — from concept through to completion.

Our design team reviewed and developed the original permitted scheme, identifying opportunities to enhance the layout and increase unit numbers. Midway through, we successfully incorporated a rooftop extension via a carefully managed change process, ensuring coordination, planning compliance and programme continuity.

Despite the challenges of COVID-19 during the construction phase, we maintained momentum through agile project leadership and close collaboration with the contractor. Weekly site visits and ongoing communication ensured a consistent design approach and the timely delivery of new homes, including studios and one- and two-bedroom apartments.

Converting an outdated office block into residential use, coordinating multiple disciplines, managing late-stage design changes, and mitigating construction delays during the COVID-19 pandemic.

Baily Garner led the project from design to delivery, managing change control, mobilising specialist teams, and maintaining progress through collaborative leadership and agile site coordination.

84 new homes were delivered in a sought-after location, with consistent, high-quality design and minimal programme disruption, despite the complexities introduced by the pandemic.
