Baily Garner provided urgent Construction Design and Management (CDM) consultancy and emergency works to secure resident safety and manage extensive roof remediation at New Oscott Retirement Village following severe wind damage, delivering swift, compliant solutions with minimal disruption.

Following a severe high-wind weather event just before Christmas, the ExtraCare Charitable Trust required immediate support to address significant roof damage at one of their properties. Their top priority was ensuring resident safety through emergency interventions — making the area secure, installing temporary weatherproofing, and erecting scaffolding. In the longer term, they needed to reinstate the roof, enhance the roof trusses structurally, and carry out a series of internal remedial works including drying, redecorating, upgrading insulation, and replacing fixtures. Crucially, the client needed a responsive and fully compliant consultancy partner to act swiftly, ensuring minimal disruption to residents.

We were appointed to provide CDM consultancy and legal guidance on contractor appointment. The CDM team mobilised immediately, establishing communication with the Principal Contractor and prioritising a rapid site survey. Pre-Construction Information was distributed without delay, with a timely HSE notification submitted. We gave clear advice on setting safe site boundaries and maintaining fire safety controls, particularly important as some residents continued to occupy the ground floor. Despite the complexity, BG maintained full CDM compliance while guiding the client through the process with professionalism and agility.

Rapid mobilisation was required to deliver emergency and remedial works with minimal disruption, while protecting vulnerable residents in an occupied care environment.

Close coordination with the Principal Contractor, fast site surveys, immediate issuance of Pre-Construction Information, HSE notifications, and rigorous safety management ensured compliance and resident well-being throughout.

The project is progressed on schedule. Residents have been safely relocated when needed, and fire escape routes remained open throughout. Complex scaffolding was erected quickly and safely, enabling structural repairs with minimal disruption.
