Morris Walk (CDM Advisor)

Part of the wider ‘One Woolwich’ regeneration programme, the redevelopment of Morris Walk is transforming a 1960s estate into a vibrant new neighbourhood. With 766 mixed-tenure homes planned across two phases, we’ve been appointed as CDM Advisor to both Greenwich Council and PA Housing to support a safe and compliant construction process.
The original Morris Walk Estate, built between 1964 and 1966, has been demolished to make way for new homes. The scale of the site and multiple client interests presented particular challenges. Greenwich Council will take ownership of 175 social rent units at Trinity Park, while PA Housing will acquire 253 homes across both Trinity Park and Trinity Rise.
With a live construction environment led by Lovell Homes, and a large volume of plant and vehicle movement, maintaining safe access and minimising risk to workers and the public was essential.
We were appointed separately by Greenwich Council and PA Housing at RIBA Stage 5. As CDM Advisor, our role has been to ensure robust safety procedures and documentation are in place, with clear lines of responsibility and a proactive approach to compliance.
One of the first steps was reviewing and enhancing the site’s traffic management plan, verifying that pedestrian routes were well defined and physically segregated from construction traffic. This has been key in managing the risk posed by vehicle movement across such a large site.
We’ve maintained a regular programme of site inspections, reviewing the Construction Phase Plan, Fire and Emergency Plan, and ensuring they remain live documents that evolve with the build. Our team has also monitored site supervision levels and confirmed that operatives are working in accordance with agreed method statements and risk assessments.
Given the two-client setup, our site reports are tailored to ensure each client receives only the information relevant to the properties they will ultimately manage. This approach has been well received, and our performance has led to a new appointment with PA Housing on a similar scale development.
Our involvement has supported a well-managed and safety-focused build, with clear processes in place and risks proactively addressed. As construction continues, we remain embedded on site to monitor safety, support compliance and ensure robust CDM practices continue through to completion.
