Baily Garner to provide Building Regulations Principal Designer services on £500m framework

The inclusion of this service is a first for JV North, and the company will be one of nine consultants which can be called off from the framework to deliver the role on Members’ projects.
The appointment comes after Baily Garner was awarded Building a Safer Future (BSF) Champion status at the start of this year – an accolade given only to organisations that demonstrate deep commitment to improving safety outcomes in the built environment.
“This major appointment is a result of us fully aligning ourselves with the principles of the Building Safety Act and educating our clients and the broader industry in achieving compliance with it,” said Matt Hornsby, Partner and Head of Building Standards.
“As a BSF Champion, we will bring this demonstrated leadership in building safety to ensure JV North projects are designed and built with competence and compliance at their core.”
Baily Garner’s inclusion on this framework will be a boost for staff working in the new Manchester office, which was announced in September last year as part of a strategy to expand into the North West.
With a multidisciplinary appointment on the EN:Procure Gen-4 Consultancy Framework and two major commissions for Bolton Council already, the company is well placed to make its mark on the region.
JV North is a consortium of 14 housing association members in the North West, including L&Q Housing Trust, Torus, Stockport Homes Group and One Manchester.
Members have built over 10,000 homes, housing more than 30,000 people, and invested over £1bn.
JV North’s 2025/29 contractors’ and consultants’ framework is valued at £500m and will deliver in the region of 3,000 properties.
