We are able to undertake pre-acquisition and vendor building surveys to provide advice on significant building issues relating to the purchase or disposal of the asset which encompass technical issues, statutory compliance, deleterious materials, building management and associated legal matters in connection and where appropriate any further specialist investigations that may be necessary.
Expert services can be provided in respect of the impact of development works adjacent to or at the boundary between owner’s properties. Whether the construction works involve sub-structure basement developments, cutting in works to the party wall or scaffold & crane licence agreements, Baily Garner are able to discuss proposals with both Building and Adjoining Owner’s.
We are able to undertake contract administration duties for clients undertaking small, medium or large scale projects, managing the construction contract between the Employer and Building Contractor. Our involvement begins from the moment the contract is drawn up and signed, through the issue of instructions, certifying payments and variations to complete the works, issue practical completion and deal with residual matters following the defect rectification period.
Defects Analysis Reports can be provided for a range of building defect issues. These could include water ingress from roof areas, cracks within the building fabric, lintel failure, dampness to name some of the more common problems. Our team inspect the property to determine cause and will provide a report with photographs to clearly demonstrate the issues and propose an appropriate resolution.
Planned maintenance schedules are useful for both Landlord and Tenants occupying buildings to ensure the structure, fabric and mechanical, electrical and public health services are retained in serviceable condition. Our reports are detailed to pick up individual elements of the structure externally and internally, including services where required, over a 5, 10, 15 and 20 year timeframe or longer as required to meet the client’s needs. We also include budget costs against the individual items and recommend a strategy to address shortfalls with any repairs and maintenance.
Project Management is a process to reduce risk and increase success by invoking certain processes to steer and manage a building project from inception to completion. We are able to undertake the role of Project Manager on various types of commercial schemes to ensure delivery is achieved to meet cost, quality and time constraints whilst collaboratively managing the team and the process.
All aspects of Dilapidations are undertaken on behalf of both Landlords and Tenants. We are able to inspect and provide strategic advice in connection with Interim and Terminal Schedules of Dilapidations, Repair Notices etc. In addition we can provide specific advice to Tenants via Dilapidation Assessments to provide an outline of financial liabilities ahead of lease end date.
At the beginning of, or during a lease term the Tenant will invariably wish to carry out fit-out works, alterations and renovations to their property. Commercial leases will usually contain restrictive covenants detailing what the tenant can do. We are able to assist landlord’s with a review of the tenant’s scheme proposals to ensure compliance and form part of a Licence to Alter.
We can act as independent monitor to advise lenders on a numerous types of developments ranging from residential new build, through to refurbishment of existing properties to industrial parks/offices. We liaise with the client team lender and report at regular intervals on the construction aspects of a project to consider risks that impact on the loan facility. This includes identifying risks with the build, effects on programme and recommendations for mitigation and management.
Photographic Schedules of Condition can be produced to attach to a new lease to record the baseline condition of the space being taken on behalf of both Landlords and / or Tenants.
Insurance underwriters require a professional evaluation of a building’s rebuilding cost following total destruction. Our team can assess and undertake calculations of properties to advise on accurate rebuild costs using the latest construction costs provided by the Building Cost Information Service (BCIS).
We provide a design & specification service tailored to suit the project works proposed. This could include anything from a simple refresh to decorate and re-carpet through to more substantial refurbishments to meet for example CAT A / CAT B standards. The client was advised on all significant building issues relating to the purchase, including technical issues, statutory compliance, deleterious materials, building management and associated legal matters. A number of residual issues from the refurbishment were advised upon and resolved prior to purchase and our client’s satisfaction. In addition we carried out a Building Reinstatement Cost Assessment on the building for insurance purposes in conjunction with the survey.

Baily Garner undertook repairs and redecorations to this unique Listed Building at Lincoln’s Inn in London. We were able to complete sympathetic repairs to the structure whilst maintaining a close relationship with the planning and conservation officer to ensure project delivery retained the fabric in prestine condition.
Baily Garner undertook a pre-acquisition survey and limited condition survey of this prestigious office building opposite Cannon Street station in London. The report was for a leasehold client who wished to understand potential issues detrimental to their occupation. As a value added addition to the brief, we undertook a thermographic survey of the accessible areas around the exterior of the block.
Baily Garner undertook a Project Monitor / Independent Certifier role on this new build mixed use retail / hotel / cinema scheme in Addlestone. Key services included an independent inspection of quality, programme and cost to ensure compliance with the design specification and statutory requirements for our client.
James is a Chartered Building Surveyor with over 25 years’ experience in the construction industry with a good working knowledge of the Commercial Surveying Sector and specialising in Technical Due Diligence building Surveys, Defects Analysis and Party Wall Matters, but retaining a regular involvement in the other core areas . James will lead the Building Surveying offering from our London City Office providing the full range of core services with support from our other service streams.
Ian is a Chartered Engineer with over 30 years’ experience in the industry and is head of the Building Services, Energy and Environmental Engineering Group within the business. Ian will lead the Engineering team behind James that provides specialist support and guidance to enhance the full range of Commercial Building Surveying Services that will be delivered through our London City Office.
Matt is a Chartered Building Surveyor and Equity Partner with over 20 years’ experience in the construction industry; working across the housing and commercial sectors to provide Procurement Advice, Due Diligence & Acquisition Reporting and Fund/Project Monitoring Services. Matt is our Head of Building Surveying and will work closely with the team to provide a collaborative approach to all project and professional commissions through our London City Office.
Andy is a Chartered Building Surveyor with over 30 years’ experience in the Construction Industry. Andy is Baily Garner’s Managing Partner and is also a qualified Project Manager, Value Analyst and Asset Manager. Having spent part of his early career working for DTZ, he has worked on a variety of building types, in a number of sectors, in both a strategic and technical capacity.
As a Chartered Surveyor and Associate Partner with over 7 years’ experience I have a strong interest in all property related matters and the unique challenges working in this area brings. I have worked on a wide range of projects ranging from large scale refurbishment and expansion programmes to interior fit-outs, and worked across a number of sectors including Residential, Educational and most relevantly Commercial.
